North Section of Neighborhood
Claybourne Estate HOA is not responsible for the care of the area to the North of the neighborhood. This means all land North of the property lines of the homes on Dolan Way and Salamone Way. This large area was granted to Carmel Dad’s Club and they are therefore responsible for the care and upkeep as well.
The Claybourne HOA Board and Common Area Committee will be in constant contact with Carmel Dad’s Club about the appearance, care, and safety of the area since we are connected and used by us all.
Street Center Island Configurations
The Association has received several complaints about the position and configuration of many of the street center islands.

The identified problem areas are outlined in red. This information was forwarded to the Mayor’s Office with a request to investigate what could be done.
The following response was received from the Carmel City Engineer:
“The curbed islands that were installed on Dolan Way were installed as
traffic calming measure. Dolan Way is part of an inter-subdivision
connectivity plan and acts as an extension of 136th Street. The intent
of the islands to slow traffic is good; however, the developer’s design
and the ultimate installation of the islands was not without flaw.
Since their installation, these islands have caused some concern for
The City. In addition to the issues that [representatives from Claybourne Estates] spoke of, these particular islands reduce the roadway width to a point that causes difficulty in snow removal.Our intent is to address the modifications with the Developer at the
End of the three year maintenance cycle. This should be coming up soon. I’ll have a City Construction Manager, research the timing on this maintenance cycle.The medians on Antonia Blvd. however, have not caused these kinds of
issues. The lane widths comply with the standards, and I am not aware
of any issues that would require modification or reconstruction. By
copy of this email, I’m asking that our Street Commissioner investigate
and verify any issues that we have experienced on Antonia with the
median.”
A City Engineer has agreed to come on site and meet with us concerning the possible reconfiguration of the center islands sometime after May 7th. An exact date has not yet been scheduled.
Regarding the comment from the engineer concerning Antonia Blvd, it is important that residents on that street that are experiencing hardships maneuvering into and out of their parking spaces are represented in order to have any hope of changing the configuration of the center islands on Antonia Blvd. Individual letters have been mailed to each Antonia Blvd resident asked them to respond if they are having issues and if they would be able to attend a meeting with the City Engineer. When a date has been scheduled, a notice will be posted on the website so that all interested parties may attend.
